I worked in hotels in Turkey where Russians spend their holidays. Of course, there are people who drink a lot in every country. But I've never seen anyone drink as much as Russians love vodka. It was considered rude not to drink the vodka served in Russia or not to finish the vodka in that glass. I learned this later. But I can't say I'm surprised. Many countries have such strange customs.

If you are offered vodka in Russia, you have to drink it. You must also finish the entire glass. Otherwise, this may be seen as rudeness by the Russians. It's almost like they have a great connection with vodka. Drinking vodka is such a common thing in that country, really. I guess it's okay to accept a Russian offering vodka. Otherwise, the Russians will be feared.
